Social Signals vs Backlinks: What is the Best Practice?

Expanding on my post at Immerseme...  If you have limited time and resources and had to choose, would you focus on a link building or a social signals strategy?  Bearing in mind that generating backlinks is like dropping a rock on a sidewalk while creating social conversations around your brand is like dropping a rock in a pond.  One of the metrics that the Google+ Pages platform provides for you is called ripples.  Take a look at the following graphic.

This is how Google+ shows you the multiplication effect of engaging social conversations.  With unlimited time and resources, I'd focus on both link building and social authority.  But since you will never run out of social media content, let's focus on social signals and let link building happen organically.  Check out Social Signals Verses Link Building and let me know your thoughts.
