Bearing in mind that generating backlinks is like dropping a rock on a sidewalk while creating social conversations around your brand is like dropping a rock in a pond. This is how Google+ shows you the multiplication effect of engaging social conversations. With unlimited time and resources, I'd focus on both link building and social authority. But since you will never run out of social media content, let's focus on social signals and let link building happen organically.
